About Fairview Park 

Fairview Park is located at 2220 Strong Road SE and is approximately 28 acres in size. As a community park, the park will be developed with active and passive activities and reservable features that may attract community-wide use. The park will also serve residents with close-to-home neighborhood park amenities.

The original Fairview Master Plan was completed and approved in 2016. Since then, the area has experienced a boom in development with a mix of housing types and future commercial properties. Currently, the park is home to hikers, dog walkers and community members seeking rest in a natural setting.

What's Happening So Far

Fairview Park is situated within the Fairview Mixed-Use (FMU) Zone, where development is primarily guided by detailed regulatory plans known as Refinement Plans. These plans specify permitted uses and development standards for different sections of the former Fairview Training Center site. One such area is the corner of the park near the intersection of Strong Road SE and Lindburg Road SE, designated as a pedestrian-oriented "Village Center."

To realize this vision, the project team is exploring the feasibility of adding a building near Strong Road SE and Lindburg Road SE. This building could serve as a public venue for meetings and events, similar to Pringle Hall. Additionally, it could have a dual purpose, offering restroom facilities and a covered area for food cart customers, potentially enabling year-round operation of the food carts on-site.

About the Park

Geer Park is a 44-acre community park located at 241 Geer Drive NE. The park is partly developed with walking paths and trails, covered picnic area, two baseball fields, two soccer fields, and Salem's only bike park.

An initial phase of park development, Phase I, was completed in 2005.

About the Geer Park Improvements Project

A state-of-the-art skate park requested by you, our community, is proposed for Geer Park.

The City is preparing to add a full-sized community skate park (approximately 19,500 square feet), a plaza and shelter for picnicking and day use, and new park paths and landscaping to connect the existing park facilities. The new skate park is scheduled to be completed and open for use in 2025.  

Funding for the project is provided by Park System Development Charges and a grant from the Oregon Parks and Recreation Department. 

Two public surveys were conducted to receive feedback from community members about the properties and design features of the proposed skate park. Additionally, the City hosted two online meeting to present design options. Watch a recording of the second meeting for more information.

Project Description  

Salem Park and Recreation is enhancing the safety and accessibility of the play space at Rees Park by replacing the playground equipment. The existing playground equipment is outdated and may not meet the needs of local users. 

Project Objectives

• Provide high-quality play opportunities

• Use the existing playground location to minimize project impacts

• Enhance users' experience by adding additional amenities 

About the Trail

The Skyline Trail is a wooded trail located in south Salem that is frequented by joggers, dog walkers, bird watchers, hikers, and mountain bikers. Trailhead access is located at the Skyline Natural Area parking lot. The parking lot is located in front of Sprague High School near Kuebler Road S.

Quick Facts

• Stable natural surface with some variability
• Approximately one mile in length 
• Average grade of less than 12 percent
• Minimum width of 24 inches

Trail Realignment

A contractor for Salem-Keizer School District 24J recently realigned a section of the Skyline Trail that crosses through the Sprague High School property. The trail realignment was completed in conjunction with other upgrades to the school. The City is currently working to complete a short gap where the new trail section connects to Joplin Court S.

Temporary Closure

The northeastern section of the trail is temporarily closed for construction. The City expects to reopen the trail after the new connection is made to a public sidewalk on Joplin Court S.

Bailey Ridge Park is a 5.5 acre Neighborhood Park located at 3801 Tayside Street S. in the Bailey Ridge subdivision north of the intersection of Rogue Avenue S. and River Road S. The park is undeveloped, but picnic tables were recently added to the site.

The master plan for Bailey Ridge Park was approved by the Salem City Council on July 25, 2022. The plan now represents a vision for future park improvements and amenities. The plan also provides an understanding of the existing conditions and site opportunities and constraints.  The City will use the master plan to guide future park development.

Improvements to Bill Riegel Park have been completed. 

The new amenities in the park available for resident’s use include a new paved path around the park, new picnic tables, benches, and bike racks. Other new features include a second park playground, irrigation system upgrades, and shelter for picnicking and neighborhood gatherings.

This park project is funded with Park System Development Charges. Bill Riegel Park is a four-acre, neighborhood park located in southeast Salem at 4567 Campbell Drive SE. The park and the approximately 1,300 nearby residents are bounded by State Highway 22, Cordon Road SE, and Lancaster Drive SE. These physical barriers restrict foot and bike travel to other parks, making this project a high priority as the city works to provide close-to-home recreation opportunities for all residents.

Bill Riegel Park is named after a former member of the Salem City Council. Mr. Riegel served on City Council from January 1991 through December 1994.

About the New Park Master Plan

City Council approved the Geer Park Master Plan 2021 Update on July 16, 2021. The master plan envisions the development of the following park features:

• Multi-use sports field: baseball, softball, and soccer
• Skatepark (approximately 20,000 square foot)
• Playground (approximately 10,000 square foot)
• Splash pad (approximately 1,800 square foot)
• Enhanced bike park
• Single track bike trails
• Flexible open space
• Hard surface paths
• Soft surface trail
• Large dog park (approximately 1 acre)
• Small dog park (approximately 1/4 acre)
• Picnic shelters (4)
• Restrooms (2)
• Parking (40 stalls)
• Potential locations for public art and interpretative signage

Development of these park features will occur in phases.

About the Park

Woodmansee Park is a 30-acre, developed Community Park located at 4629 Sunnyside Road SE. As a community park, it serves a three-mile geographic area and provides a variety of active and passive activities with reservable features such as a covered shelter and ballfields.

About the 2022-2023 Park Improvements

In Spring of 2023, the City completed the first phase of park improvements identified in the 2021 Woodmansee Park Master Plan. The recently completed improvements include: 

• Reconstruction of existing tennis courts with new fencing and restriping for tennis and pickleball
• Construction of an irrigated multi-use sports field
• Construction of a reservable shelter for picnicking and group gatherings
• New paved trails
• Planting of over 30 trees
• Reconstruction of existing park paths and ADA-accessible ramps
• Stormwater system upgrades

The improvements are located south of the park entrance roadway. The project was funded with Park System Development Charges, other City Parks funds, and City utility rates.
