Keith Stahley is City Manager for the City of Salem and also serves as the executive director for the of Salem Housing Authority and Urban Renewal Agency. Prior to coming to Salem, Keith served as the Assistant City Manager for the City of Olympia, Washington, and managed the Office of Community Vitality. With more than 30 years of local government experience, Keith has experience in community development, climate, community court, housing and homeless response, and economic development programs. Keith received his Master of Public Administration degree from Florida Atlantic University, his Bachelor of Landscape Architecture degree from the College of Environmental Science and Forestry at Syracuse University and is an International City/County Management Association Credentialed Manager (ICMA-CM).

City Manager Roles and Responsibilities

The City Manager is appointed by the City Council, serves as the chief executive officer of the city, and implements decisions of the City Council.

Responsibilities include:

  • Promotes community and intergovernmental partnerships
  • Facilitates public outreach
  • Informs City Council of operational needs and priority matters
  • Implements City Council direction
  • Prepares annual budgets for the City of Salem and the Urban Renewal Agency
  • Administers city departments and staff
