Make a reservation

To initiate the reservation process for a park amenity or facility:

    Will you have amplified sound?

    Will you be serving alcohol?
    Alcohol can be a part of your event, but alcohol is not allowed in all parks. Each facility is different. Please check the park listing or call Parks Recreation for more information. If alcohol is allowed and approved through the reservation process, you will be required to pay the associated fees.

    Will any part of your event be within the Minto Island Conservation Area?
    Special restrictions and fees apply within the Minto Island Conservation Area (MICA). Please review the event restrictions before proceeding with a permit application that includes use of this area.

  3. Submit permit and all supporting documentation:

    All applicable documents must be received and approved, prior to reservation being processed and finalized.

  4. After approval, you will receive instructions on how to make a payment. Payment must be made in full to secure your reservation.

Allow up to five business days for private events and thirty business days for public events, for your application to be processed. Remember to review the rules for using a park.

Cancellation policy

The City reserves the right to cancel any scheduled park or facility reservation due to unforeseen circumstances or emergency situations. If your reservation is canceled by the City, you may choose to receive a full refund or to reschedule your reservation.

Fee Reductions for Non-profit Organizations

The Facility Use Fee for a reservable facility in a City park will be reduced by 20% for a nonprofit organization. Facility Use Fees are those fees charged for using reservable facilities such as the Riverfront Park South Meadow, Riverfront Park North Meadow, Riverfront Park Amphitheater, Gerry Frank | Salem Rotary Amphitheater, Bush Park Amphitheater, park shelters, ballfields, and room rentals.

The fee reduction for non-profit organizations is not available for permit fees, such as fees for sound permits, short-term concessionaire permits, and alcohol permits. Other costs associated with the use of a facility, such as deposits, cleaning fees, event fees, vendor fees, processing fees, staffing costs, and equipment use are also not eligible for this fee reduction.

As defined in the City’s Fee Schedule, a non-profit organization means an organization with a current registration with the Oregon Secretary of State as a non-profit corporation. For the purposes of determining fees, Neighborhood Associations are considered non-profit organizations regardless of whether they are registered with the Oregon Secretary of State. The following are not eligible for a non-profit organization discount: municipal corporations (city, county), public schools and school districts, public universities, private schools and universities, state agencies, federal agencies, and active, guard, or reserve military units.

Schedule public business meetings conducted by Neighborhood Associations and City of Salem boards, commissions, and committees are not required to pay the Facility Use Fee.

Fee Waiver Request

Per City Council Policy X-5, which is available online here, reductions or waivers of the Facility Use Fee beyond the 20 percent provided to qualifying non-profit organization will not be considered.
