Salem, Ore. — Petitioners collected enough valid signatures to put the City of Salem Payroll Tax Referendum on the November 7, 2023, ballot, according to a letter to the City of Salem from Brian Van Bergen, Elections and Recording manager for the Marion County Clerk.
