Welcome to Center 50+.  The desire and intent of Center 50+ is to provide an enjoyable climate for all users. In order to accomplish this goal, it is important that everyone treat each other and the Center with respect. The following process has been developed to assist in the achievement of this goal.

Authority:

Center 50+ Salem Senior Center, in conjunction with the City of Salem, is responsible for and has the authority under local and state law to establish reasonable rules and regulations to protect the rights and safety of Center 50+ patrons, volunteers and staff. Rules of conduct aid in the preservation and protection of equipment, facilities, and grounds. Center 50+ reserves the right to exclude any person who willfully and persistently violates these rules. The rules will be administered in a fair and reasonable manner with exclusion periods that vary based on the category of violation, with increasingly longer exclusion periods for Level 1 to Level 5 violations.

Enforcement:

Authorized Center 50+ staff and/or assigned Security may intervene to stop prohibited activities and behaviors. Failure to comply with these rules may result in: 1) withdrawal of a person's permission to remain on Center 50+ property; and/or 2) issuance of a Notice of Exclusion from Center50+ property for a period of one day to one year. A violation of law may also result in arrest and prosecution. Violations of any law and/or these rules may also result in the restriction and/or termination of Center 50+ privileges, including the use of Center 50+ computers and other hobby room and Fitness Center equipment, or pool tables. Authorized personnel may base a Notice of Exclusion on personal observation or upon the sort of civilian reports that would ordinarily be relied upon by police officers in the determination of probable cause. 

TO ENSURE ACCESS TO CENTER 50+ SERVICES AND FOR THE SAFETY OF ALL PATRONS, THE FOLLOWING BEHAVIORS ARE PROHIBITED ON CENTER 50+ PROPERTY.

Center 50+Code of Conduct appeal of notice of exclusion

Patrons who have been issued an exclusion notice resulting from a Level 1 to 3 Violation may appeal this action by providing a written explanation why the exclusion is not warranted to the Center 50+ Director (2615 Portland Rd. NE Salem, Oregon 97301) within fifteen (15) business days after receipt of the notice. Staff may respond in writing to the patron's explanation within 10 days of the receipt of the patron's explanation.   The Director will review written submissions and determine the validity of the exclusion within 20 days of the receipt of the patron's explanation. Appeals to a Level 4 or 5 Violation exclusion must be directed to the Hearings Officer pursuant to SRC section 20J. Appealed exclusions, under either process, are stayed during the pendency of the appeal.

The City of Salem reserves the right to cause to be ejected or refuse further admission to those individuals who create disorder, engage in illegal activity, or violate the rights of Center 50+ patrons and staff.  Violators are subject to arrest for Trespass under Section 95.550 of the Salem Revised Code.
