The City of Salem has adopted a Title VI Plan to ensure that the City is in compliance with the provisions of Title VI of the Civil Rights Act of 1964. Title VI prohibits discrimination on the basis of race, color, or national origin in programs or activities receiving federal financial assistance.

The Human Rights Commission advises the City Council on human rights and relations issues. This board assists residents by hearing and resolving discrimination complaints and promoting harmony.
