The System Development Charge (SDC) Methodology Committee guided the process for updating all five (parks, transportation, water, sewer, stormwater) of Salem’s SDC methodologies as adopted under Resolution No. 2019-7 by City Council on February 25, 2019.

The committee included City Councilors and key community stakeholders who are affected by these development-related SDC fees.

The committee met approximately once per month during 2017 and 2018. The committee is expected to reconvene to consider Stormwater SDC Methodology changes needed to implement projects identified in the 2020 Stormwater Master Plan.
