Legislative Land Use Proposals

The City periodically proposes updates to the Salem Revised Code to implement new State laws and address issues and priorities that have arisen in the community. The City also proposes changes to the zoning map and Comprehensive Plan Map in response to directions from the City Council.

These changes are known as legislative land use proposals. They involve the creation, revision, or implementation of broad public policy generally affecting more than one property owner or a large number of individual properties. These proposals are initiated by the City, and the final decision is an ordinance enacted by the City Council.

Promoting Housing Development and Complying with State Law and Rules (Case No. CA24-01)

On Tuesday, June 11, the Planning Commission and Historic Landmarks Commission voted to recommend that City Council hold first reading on a proposed code amendment that promotes housing development and implements changes in State rules and laws. Staff will recommend that the City Council hold a public hearing on the proposed code amendment, and that hearing date will be posted here.

The proposed code amendment encourages the development of small mixed-use projects, allows middle housing on smaller lots in a multifamily zone, and streamlines the approval process for residential development, including new housing in historic districts, among other changes.
