This site is designed to provide a landing page for the 2023 update to the Floodplain Management Plan for the City of Salem.

What is the Floodplain Management Plan?

The Floodplain Management Plan identifies flood hazards throughout the community, evaluates the problems caused by those hazards, reviews possible mitigation activities, and creates an action plan to mitigate those flood hazards. The plan is also integral to the City's participation in the Federal Emergency Management Agency's (FEMA) Community Rating System, which reduces annual flood insurance premiums city-wide. 

The Floodplain Management Plan is the result of extensive collaboration by a citizen advisory committee, City staff, multiple public agencies, non-profit organizations, and other community groups.

The current City of Salem Floodplain Management Plan was last updated in April 2018. In order to receive credit in the Federal Emergency Management Agency's (FEMA) Community Rating System, the plan must be updated every 5-years and reviewed annually.

Plan Update Open House!

An open house was held on Thursday, September 28, 2023 from 4:30 - 6:30 p.m. in Anderson Room A at the main Library. The purpose of the open house was to allow the public an opportunity to ask questions and provide feedback on the Floodplain Management Plan update.

There were three committee meetings to review the past plan, note any changes since the last 5-year update, and revise the plan accordingly. These meetings were open to the public for participation and were held at City Hall in the Traffic Control Conference Room located on the third floor, Room #325.

Plan Update Process

The final Floodplain Management Plan Committee Meeting was held October 4, 2023. City Council received an update with the draft plan at their October 23, 2023 meeting, where the draft plan was open for public comment. On December 4, 2023 the City Council adopted a resolution, updating the Salem Floodplain Management Plan.
