Salem offers a discount on garbage bills for qualifying elderly or disabled customers. This program is limited to single-family residential customers. 

Once approved for the program, the discount will begin on the following bill.

Eligibility

• You or a member living in your household must be 60 years of age or older or disabled.
• You must be the named customer at the address for which assistance is being requested.
• The address must be a single-family residence and have an active account with one of Salem's garbage haulers.
• Your household income must be at or below 60 percent of the State Median Income.
• You may already qualify if you are enrolled in the City of Salem Utility Rate Relief program or Energy Assistance LIHEAP.
