Northgate Neighborhood Association is Salem's and Oregon's first association. Northgate’s rich history boasts being a part of the original neighborhood association's pilot program in 1971 that started it all. Since then, its neighbors have worked to address issues concerning those who live in, own a businesses, or own property in the area. City staff work closely with neighbors on the North Gateway Redevelopment Advisory Board to help improve neighborhood livability. The Northgate Neighborhood Association encompasses the northernmost city limits bound by Silverton Road east to the Urban Growth Boundary; north and west along the Urban Growth Boundary to the Salem Parkway; Salem Parkway south to Cherry Avenue, south on Cherry Avenue to Johnson Street; then along the northeast boundary of Highland Neighborhood Association to Portland Road; Portland Road south to Silverton Road.
