Safety and Livability Bond Pedestrian Project Request

Thank you for your feedback on where to improve Pedestrian Crossings and Sidewalks.

In November 2022, residents of Salem approved the Salem Safety and Livability Bond Measure, a $300 million community improvement bond. The bond included three pedestrian-related project categories: (1) Improving pedestrian crossings (Pedestrian Crossings), (2) Completing missing sections of sidewalk (Sidewalk Infill), and (3) Fixing broken sidewalks (Sidewalk Replacement).

Between January 10 and April 15, 2024, the City solicited input on locations for the pedestrian crossings, sidewalk infill, and sidewalk replacement projects. During that time, we received hundreds of suggestions. Staff will evaluate these requests against criteria approved by City Council. Recommended improvements will be reviewed by the Bond Steering Oversight Committee prior to bringing a recommendation to City Council.

Pedestrian Crossing Sidewalk Infill and Sidewalk Replacement

Pedestrian-related Project Categories

  1. Pedestrian Crossings projects may include new median islands, lighting, rapid flashing beacons, and new curb ramps. Estimated funding available is $3,540,000. Note: this is an ongoing program. Additional requests to be considered for other (non-bond) funding can be submitted through the safer streets web page.
  2. Sidewalk Infill projects will construct missing sections of sidewalks to provide pedestrian continuity. Estimated funding available is $6,000,000.
  3. Sidewalk Replacement projects will repair sidewalk sections or panels to create accessible pedestrian connections. Estimated funding available is $7,542,000.

Selection Process

Now that we have received your requests, we will evaluate them against criteria approved by City Council. The criteria include items such as:

  • Equity (examples: poverty levels, minority populations, access to vehicle)
  • Street classification (examples: arterial streets, local streets)
  • Location relative to schools, transit, parks
  • Sidewalk condition (specific to the Sidewalk Replacement category)

Multiple requests for the same location will not increase the chance of it being selected for funding.
The highest-ranking projects will be brought to the Bond Oversight Steering Committee to develop a preliminary recommendation. We will share the preliminary recommendation with the public before bringing a final recommendation to City Council for approval.
