The McGilchrist Complete Street Improvement Project includes expanding McGilchrist to 3 lanes and sidewalk modifications along McGilchrist Street SE from 12th Street SE to 25th Street SE. The project also includes:

• Sidewalks
• Cycle Track
• Streetlights
• Center turn lane
• Turn Lanes at east and west ends of the project extent
• Upgrades to existing traffic signals
• Realignment of the 22nd Street SE intersection and traffic signal installation
• Improved railroad and creek crossings
• Green stormwater collection infrastructure

The Project will tie in with several additional transportation investments undertaken in the last fifteen years. Together these investments will result in a complete transportation system serving the project corridor and the larger Salem community.

The McGilchrist Complete Street Project will be constructed in several phases and include McGilchrist Street from 12th St SE to 25th St SE.

A total of $50.8 million has been saved to fund this project including $13.2 million in federal funding through the RAISE grant program.

Current cost projections include:

$5.9 million for early design and right-of-way acquisitions

Phase 1 - $10.4 million - McGilchrist and 22nd intersection improvements

Phase 2 - $11.2 million - 22nd St. to 25th St. improvements

Phase 3 - $23.3 million - 12th St. to 22nd St improvements

Projected costs are estimates and may be subject to change due to rising construction costs and other external factors.

Phase 1: 

McGilchrist Street SE @ 22nd Street SE Realignment - October of 2023 to December of 2024

Phase 1 of the project will focus on realigning the intersection of 22nd Street SE at McGilchrist Street SE, construct improvements to stormwater facilities, and build a replacement crossing over the east fork of Pringle Creek.

The intersection of McGilchrist Street SE and 22nd Street SE will be closed April 1 to July 1, 2024 for project construction. The closure will include all travel lanes and sidewalks within 650 ft of the intersection.

Drivers should use 12th Street, 25th Street, Madrona Street, and Mission Street as detours.

Phase 2 and 3 are expected to begin in 2025 - 2027. 

The intersection of McGilchrist St SE and 22nd St SE is currently closed, however, there is access to local businesses.

Vehicle access may be impacted. Detour routes and flaggers will be on-site to direct traffic through the impacted area. Access for pedestrians, including those with disabilities will be available and identified through or around the work zones.
