Register Your Marijuana Business

  • Recreational marijuana retailers
  • Recreational marijuana wholesalers
  • Recreational marijuana processors
  • Recreational marijuana producers (growers)
  • Medical marijuana dispensaries
  • Medical marijuana processors

You must have a valid registration before you can open your marijuana business in Salem. Before you can register, you must first get the following:

  • State licenses
  • City land use approvals
  • Building permits

You must renew your registration each year before the current registration expires.

Step 1: Check Your Location and Building

Your business must comply with the City of Salem land use and building code requirements. You can ask staff to preliminarily review your planned facility location by calling or visiting the Permit Application Center. A preliminary review does not guarantee final location approval by the State or City, but it will help identify potential issues you need to address.

Research Certificates: Recreational OLCC recreational marijuana research certificates are granted to individuals who are researching marijuana for the purpose of benefiting the state's cannabis industry. A specific location approval for the research is required on a LUCS form just like the other OLCC licenses, however the use classification for a research certificate will depend on the nature of the researcher's work, and whether it will be conducted in a laboratory setting. Step 2: Register with the State of Oregon

You must register/license your business with the appropriate state agency:

Step 3: Apply at the Permit Application Center

Apply at the Permit Application Center by bringing the following information:

  • A completed marijuana business registration application form.
  • A copy of an approved registration certificate from the State of Oregon.
  • Proof that the business location listed on the application is allowed in the applicable zoning district and will comply with all applicable land use regulations and building code requirements.
  • Verification of all required land use and building permits.
  • Payment for the registration fee.

Step 3: Application Review

When you submit an application, City staff will verify that all requirements have been met. You will be given a registration certificate which must be displayed at the address listed on the application.

Application Renewals

Renewals for a marijuana business registration must be completed within 30 days of the expiration date on the existing registration. A renewed registration is effective as of the expiration date of the prior registration. The renewal application process and fee are the same as the initial application process and fee.

The City does not send out renewal notifications. You are responsible for renewing your registration.

Notification of Business Changes

You must update your registration with the City when a change occurs in any of the following:

  • Ownership of the business
  • Location of the business
  • Type of business
  • Revocation or suspension (temporary or otherwise) of any State-issued license, permit or registration required by law for the business to operate.

To update your registration, please notify City staff in writing by sending or dropping off a letter at the Permit Application Center and reference your existing registration number.
