Vlad Putintsev, Application Development Division Manager

Vlad has held several technical and leadership positions during his more than 20 years with the City of Salem. He focuses on data-driven decisions, leadership development, and process improvements. He is passionate about improving the City of Salem’s electronic services, helping the Salem community to have better ways of interacting with their local government.

During his tenure, Vlad has led or supported the implementation of a variety of enterprise software systems, including websites, web applications, and document archive and records management systems.

Outside his role with the City of Salem, Vlad enjoys spending time with family and friends. He especially enjoys traveling all over Oregon to find the hidden gems of natural beauty that this state has to offer.

The five teams in this division provide consultation, management, and ongoing support for software and enterprise systems. These systems improve and enhance the citizen experience by streamlining processes through technology with programming, databases, websites, and much more.
