South Waterfront Urban Renewal Area

The South Waterfront Urban Renewal Area (URA) was established in September 2007 and is approximately 370 acres.

Salem, like many other communities on a river making the transition from an industrial to a service economy, recognizes the potential to reinvent its riverfront as a regional amenity. South Waterfront URA funds will be used to invest in the development of the Willamette Riverfront to provide an opportunity for a variety of commercial, residential, public, and other uses compatible with the location, and facilitate safe pedestrian and bicycle movement along the river.

The South Waterfront URA goals include:

  • Improved transportation infrastructure
  • Pedestrian systems
  • Extension of riverfront access
  • Daylighting of Pringle Creek
  • Connections to the pedestrian/bicycle system on Minto Island

Since 2007, 100+ residential units and ground floor commercial space have been completed within the URA. Over the next 24 months, new construction of a 38,000 square foot post-acute rehabilitation center will be completed.

Assessed values and key projects were determined when the urban renewal district was first established. Project plans are subject to change at the direction of the Urban Renewal Agency.
