Scott Archer Community Services DeputyCity Manager

Scott Archer, Deputy City Manager

Scott Archer has been the Deputy City Manager overseeing Salem's Community Services Department since May 22, 2023. Prior to his time with the City of Salem, Scott most recently served as City Administrator for the City of Canby, Oregon. Until 2020, Scott was Director of the North Clackamas Parks and Recreation District serving 122,000 residents in one of the largest parks and recreation districts in Oregon. Prior to that, Scott was the Community Services Director for Oregon City and the Parks and Recreation Director for the City of Medford. Scott received his Bachelor of Science degree in Health and Human Performance/Sport Science and Management from Portland State University and is completing his credential with International City/County Management Association (ICMA-CM).

The Community Services Department includes:

Salem Public Library: Books, DVDs, and Music

Salem Public Library offers over 400,000 items, including print and audio books, DVDs, and music CDs to Salem’s 157,000 residents 53 hours a week at the Main Library and 16 hours a week at the West Salem Branch.

Other services include:

  • Public-use computers
  • Programs for youths and adults
  • Meeting rooms and one auditorium available for rent to community groups
  • Monthly displays by local and regional artists
  • A permanent art collection
