Michelle Teed, Risk Services Division Manager

Michelle joined the City in April of 2021. In October 2022 she was promoted to the Division Manager of Risk Services.

Michelle has over 23 years of law and management experience. She has negotiated and implemented several large settlements in a number of industries. She has a J.D. from Willamette University College of Law.

Outside of work, she enjoys her animals, cooking, and spending time with friends.

The Risk Services division is dedicated to providing services to help minimize the potential risks of loss, to support the City's organizational goals and create a safe environment that protects the City's citizens, employees, and resources.

Services and Functions

• Providing consulting resources for sound program and policy development;
• Managing third party claims and the workers compensation program;
• Promoting a risk-conscious climate;
• Implementing efficient insurance, risk transfer, and loss retention techniques; and
• Continually working with departments to improve our services to the City of Salem.

The City of Salem is self-insured. Claims are overseen in-house by our Risk Services Division. Please complete a Risk Services Incident Report Form to file a claim.
