Michele Bennett, Human Resources Operations Division Manager

Michele came to the City of Salem in 2015 as a Sr. Human Resources (HR) Analyst, focusing on employee relations.  In 2017 she became the HR Operation Manager responsible for the operating policies and processes of the HR Department.  Recently, the HR Department became a division of the new Enterprise Services Department.  Michele remains the HR Operations Manager and is responsible for Employee and Labor Relations, Payroll, Benefits and the HR Operational policies and procedures.   Michele's ability to analyze processes and ensure that they are fair, consistent, effective, and relevant to today’s workforce is very valuable.  Her ability to develop relationships and partner with staff, customers, and peers is an asset to our team.  Michele is also one of 30 individuals in Oregon who has obtained her Certified Labor Relations Certificate from the Public Employer Labor Relations Association.  

Prior to working at the City of Salem, Michele worked in a variety of manufacturing industries across the United States, from Aviation to Agriculture as a HR Director.

In Michele’s free time she is passionate about volunteering her time to youth organizations such as 4H and FFA, as a resource leader and contest judge. 

Human Resources Operations Functions

The Human Resources Operations division serves as the functional experts in labor and employee relations. Provides support and guidance to five collective bargaining units, strives to provide competitive benefits and health resources to employees and ensures all City employees are compensated correctly and on time.
