About the Salem Public Library Strategic Plan Process

In December 2020, the City of Salem sought proposals for a comprehensive strategic planning process to guide Salem Public Library operations for the next five years in support of the Library's mission and core values. The Portland-based Coraggio Group was selected to develop the Library Strategic Plan through a comprehensive planning process to include a situation assessment and review of best practices.

The strategic planning process considered:

• Equitable access to the Library building,
• Services beyond the building to reach more of Salem,
• The purpose of the collection and collection development policy, and
• The context of community need and organizational capacity at the Library and within the City organization.

The strategic plan is also designed to be easily adaptable and nimble enough to be reviewed often: where progress on goals and objectives is tracked and measured annually, and where all budget and service decisions are traced to the goals of the strategic plan.

Who's involved? To support this scope of work and desired engagement within our community, the Mayor appointed a steering committee of elected and appointed officials including Council members and various City Board Members and Commissioners. The Steering Committee will serve as a sounding board at key milestones and decision points.
